Calling all cars [Updated]

Two vehicular homicide cases in Minneapolis are making headlines this week.
In an incident that occurred last Wednesday (April 30), Sophia Sullivan, aged 38, is accused of two hit-and-run incidents within a few minutes near Uptown shortly after 6 p.m.

Police allege that Sullivan intentionally struck four pedestrians with her Honda Accord, killing one and injuring the other three. According to the police report, Sullivan struck the victim, who died, and then proceeded to run over the victim twice more. Sullivan then fled the scene and went home.
Sullivan stands charged with seven (7) felony counts out of these two incidents, including 2nd-degree murder. She is being held on $2 million bond. Her next court appearance is scheduled for June 3.
Examining court records on file for Sullivan, it does appear that she owns a 4-door, silver Honda. Over the past 10 years, Sullivan has achieved the career trifecta: driving (1) without a valid license, (2) in an unregistered car/expired tabs (6 times), and (3) without insurance (twice).
There was also a misdemeanor conviction for trespass, but nothing to hint at last week’s events.
By coincidence, another case filed just minutes before Sullivan’s also involved a vehicular homicide in Minneapolis and back-to-back injury accidents. But the incidents in this case occurred last August.
German Adriano Llangari Inga, then aged 34, is charged with three felony counts of criminal vehicular homicide, and two gross misdemeanor counts related to driving while intoxicated.

The complaint filed in this case claims that on the night of August 3, 2024, Llangari Inga was driving a 2011 Dodge Journey in north Minneapolis when he crossed a double yellow line and struck another Dodge vehicle head-on. The police report confuses the two Dodges. In the victim’s car, the driver (later identified as Victoria Harwell, age 31) was killed, and her sister and her daughter were injured.
Llangari Inga also went to the hospital. He blew a .172, with a later blood test registering a .141. Police report finding three open beer bottles in Llangari Inga’s car.
Police report that Llangari Inga had just rear-ended another car 7 blocks away in another hit-and-run. Llangari Inga did not have a valid driver’s license or insurance. The official police report lists his race as “white.”
Although he is billed out of Minneapolis, it turns out that Llangari Inga is an illegal alien. There is an active state warrant for Llangari Inga’s arrest, a task made more difficult by the incorrect physical description of the subject. A statement issued earlier this week by U.S. ICE reads:
U. S. Immigration and Customs Enforcement placed a detainer on German Llangari Inga, 35, of Ecuador, with the Hennepin County Jail, Minnesota, Aug. 4, 2024, after he was arrested for criminal vehicular homicide. The Hennepin County Jail did not honor the detainer and released Llangari without notification to ICE Aug. 6, 2024, and he remains at large. Llangari initially entered the United States in June 2016, was detained by U.S. Customs and Border Protection, issued an order of expedited removal and placed into removal proceedings.
A mystery remains as to how Llangari Inga (1) got out of jail back in August and (2) how he managed to evade ICE. On the state charges, his bail is listed at $150,000, in the unlikely event he should ever resurface.
There were media reports of the incident back in August 2024. Media accounts at the time included the detail that one of the surviving passengers (allegedly) assaulted Llangari after the crash.
It’s not clear that any charges were filed against Llangari Inga back then. Alpha News reports this week:
Alpha News also reached out to the Hennepin County Attorney’s Office and asked why the county attorney’s office took so long to charge Llangari Inga. The agency did not respond.
Back in August 2024, WCCO reported:
[Llangari Inga] was later arrested for suspected DWI and criminal vehicular homicide, police said.
So, on August 4, 2024, Llangari Inga was arrested and booked on suspicion of DWI and criminal vehicular homicide. That same day, ICE placed a detainer on him. Two days later he was released, apparently without any charges being filed.
Now, some nine months later, out of the blue, charges have been filed, with the suspect long gone. [Now in custody! Langari Inga is due in court on Monday afternoon, May 12.]
