Why Minnesota’s modernization framework is necessary but insufficient to address the child care affordability crisis

Minnesota is one of the least affordable states for center-based child care. While the Department of Children, Youth, and Families’ (DCYF) modernization proposals to loosen center staff hiring requirements and raise family child care capacity limits are a step in the right direction, they represent a partial solution. To fully address mounting affordability challenges and persistent shortages, legislators must further relax staffing ratios and staff training requirements for centers while increasing flexibility for family child care providers to meet the unique needs of Greater Minnesota.
