George Floyd looter in court on new beef
Kevon Devante Rayshun Ousley, 31, appeared in federal court in downtown St. Paul this afternoon, indicted on a felony count of being a felon in possession of a firearm.

Your correspondent was there. The previous felony cited in the June 25 federal indictment dated back to a 2016 drive-by shooting incident in north Minneapolis.
Ousley was originally charged with three felonies in that March 2016 incident, but in a plea deal, pled guilty to one felony. He received a prison sentence of five years in an upward departure.
That initial felony conviction was preceded by five (5) misdemeanor theft convictions stretching from 2013 to 2016.
In any event, Ousley was out and about on May 28, 2020, picked up along with two confederates looting a Brooklyn Center Walgreens during the “civil unrest” following the George Floyd incident. In a plea deal, Ousley pled guilty to felony theft, but received a stayed sentence. After his probation ended, the felony was downgraded to a misdemeanor. His voting rights have been restored.
Ousley’s 2020 arrest was memorialized in a June 2020 press release issued by the Hennepin County Attorney headlined,

Earlier this year (2026), Ousley was in court attempting to get back a 2014 Chrysler 300 and a little over $18,000 in cash lost to forfeiture.
The most recent federal indictment refers to an October 2025 incident, but provides no details. Ousley is due back in court on Thursday, July 2, for a detention hearing.
