Criminal justice officials in Hennepin County are failing to use the new state statute and enhanced penalty specifically designed to help reduce violent carjackings. Given that 81 percent of all carjackings and 87 percent of all armed carjackings in the entire state occur in Hennepin County, that’s a problem. This policy briefing analyzes the problem and proposes three policy recommendations.
